The inscription on the ground reads, “Robert Fergusson Scots Poet Born in Edinburgh 1750 Died in Bedlam 1774″
There is a statue outside the Kirk of the Canongate, in Edinburgh, Scotland, on the Royal Mile. He was a poet during the Scottish Enlightenment, and I was intrigued by the fact that he died in Bedlam. There is a photo of the statue on the Wikipedia link about him, but no photo of the plaque.
