Plaque reads:
'Salvation Army Training College
Built in 1901 as the Federal Training Garrison for The Salvation Army, the building was designed by Brigadier Edward Saunders, a former stonemason who built many Salvation Army complexes in the 1880s. The symmetrical E-shaped plan was typical of many school and institutions of the era. The rear portion was destroyed by fire in 1980.'
