The Roman road (The Street) ran between Buxton (Aquae Arnemetiae) and Derventio (Little Chester, near Derby). My schoolboy Latin (O-level, failed) translated the rest of the sign as "this way care personnel roads not received". Clearly rubbish, and I'm grateful for the more learned geographer SK1662 : A plaque in the wall who translates it as "The road menders have not taken care of this road"
