Plaque installed at the landmark reflecting pool around the Los Angeles Department of Water and Power headquarters building on Hill Street in downtown L.A. I don't know anything about James H. Anthony -- but among other things, he is credited with being the architect of a mammoth project that generates power at a coal-fired plant in Utah and transmits it to Southern California. More on that at https://waterandpower.org/museum/Early_Power_Generation.html
The plaque text:
In Tribute to James H. Anthony
July 18, 1938-February 11, 1989
Who touched so many lives during his 28 years with the city of Los Angeles Department of Water and Power. His dedication, strength, leadership and courage were an inspiration to all who knew him.
